Provisions that Take Place Immediately

  • Small Business Tax Credits: tax credits of up to 35 percent of premiums will be immediately available to small businesses that offer employee coverage
  • Begins to Close the Donut Hole: provides a $250 rebate to seniors who hit the donut hole this year.
  • Free Preventive Care Under Medicare: eliminates co-pays for preventive services and exempts preventive services form deductive under Medicare.
  • No Discrimination Against Children with Pre-existing Conditions: prohibits health insurance companies from denying coverage to children with pre-existing conditions.
  • Bans Lifetime Limits on Coverage: prohibits health insurance companies from placing lifetime caps on coverage.
  • Extends Coverage for Young People on Parents’ Insurance: requires health plans to allow young people up to their 26th birthday to remain on their parents’ insurance.

Provisions that Take Effect soon

  • Temporary Insurance Exchange: This is a short-term (until Jan 1st 2014), national high-risk insurance pool. US citizens and legal immigrants who have preexisting conditions and have been uninsured for at least six months will be eligible to enroll in this pool and receive subsidies to help them afford the premiums.       
  

Healthcare Reform - January 1st 2014

Beginning January 1st, 2014 Healthcare reform will be in place.  What this means is:

  • No discrimination against people with pre-existing conditions.
  • Ban on insurance plans dropping you if you get sick.
  • Ban on lifetime coverage limits and caps out-of-pocket expenses.
  • Ban on gender rating

For Seniors:

  • Closing the Medicare Part D donut hole – an immediate $250 rebate; 50% discount on brand names next year; and fully closed by 2020.
  • Free preventive care under Medicare – no co-payments and deductibles.
  • Help for early retirees – temporary coverage for ages 55-64.

Penalty for not having Health Insurance:

  • An insurance-less person would have to pay whichever is greater: $695 for each uninsured family member, up to a maximum of $2,085; or 2.5 percent of household income.
  • Exceptions are: Certain people with religious objections would not have to get health insurance. Nor would American Indians, illegal immigrants, or people in prison.
